The RIVER 2 is EcoFlow's entry-level unit and it does exactly that job — entry-level backup for phones, small devices, and a router. Wirecutter doesn't pick it because they start their recommendations at higher capacities, which is telling. If you mainly want peace of mind that your phone stays charged during a 4-hour outage, this is the cheapest credible option. Don't expect it to run anything with a compressor.
